Five checks before quoting a report count

1. Is it a suspected report or a confirmed causal reaction?
2. What is the denominator — doses, recipients or person-time?
3. What is the normal background rate?
4. Could publicity have stimulated reporting?
5. Has a regulator or analytical study confirmed the signal?
